State Grid Corporation convened a meeting of relevant department heads to convey the spirit of the National Energy Work Symposium and deploy tasks concerning the company’s grid construction.
Firstly, strengthen grid planning and construction. Develop medium-to-long-term energy development plans centred on electricity, and formulate the 12th Five-Year Plan for grid development. Organise the acceptance inspection of the UHV AC demonstration project, advance the construction of the Xiangjiaba-Shanghai and Jinping-South Jiangsu UHV DC projects, and actively promote preparatory work for the ‘Two Vertical and Two Horizontal’ UHV grid projects. Accelerate the improvement of the 750kV grid in Northwest China, strengthen the construction of regional and provincial main grid frameworks, and actively advance key projects such as the Qinghai-Tibet grid interconnection and the Northwest-Xinjiang grid interconnection. Expedite the construction and renovation of urban and rural grids.
Secondly, actively advance transmission projects for large coal-fired power bases. Refine transmission plans for major energy bases, expedite transmission projects for Hulunbuir and Ningdong coal-fired power bases, conduct transmission planning studies for Xilingol League and Shanxi coal-fired power bases, and actively promote the development of Huainan, Southeast Shanxi, North Shaanxi, and Baoqing coal-fired power bases to foster coordinated grid-energy base development.
Thirdly, facilitate the development and construction of wind power bases. Accelerate the establishment of national-level wind power and solar energy technology and testing research centres. In accordance with the principle of ‘integrating into the main grid and constructing large-scale bases’, conduct in-depth research on the development of large-scale wind power bases, grid absorption capacity, absorption markets, coordinated construction of various power sources, and transmission methods. Expedite the improvement of technical standards and management systems for wind power grid connection. Organise and implement transmission planning and design for wind power bases. Actively advance preparatory work for wind power grid connection projects and strengthen management of wind power grid connection.
Fourthly, ensure the smooth implementation of the ‘phase out small, promote large’ strategy. Resolutely implement the national strategic deployment of ‘phase out small, promote large, and achieve energy conservation and emission reduction’. Accelerate the construction of grid projects supporting the shutdown of small thermal power units. Strengthen dispatch management, implement energy-saving, environmentally friendly, and economically efficient dispatch, guarantee power supply after the shutdown of small thermal power units, promote economic restructuring and power structure upgrading, and enhance the quality of power industry development.
Fifthly, endeavour to expand international operations and actively advance the implementation of the internationalisation strategy. Strengthen research into international markets, explore avenues and opportunities for the company to enter mainstream power markets in Europe and America, actively expand international markets, enhance energy cooperation with Russia, Mongolia, and Central Asian nations, and actively promote cross-border power transmission initiatives.
